Needs to be Mowed - Really?

This is what my front yard looked like on a Friday afternoon after nearly 10 inches of rain over a 3-day period in late August. My neighbors yard was as flooded yet the lawn maintenance people were riding a half-ton mower over the saturated soil the next morning at 9 o'clock. You can imagine the ruts as they created another billable action by "cutting" the grass - brown form the sediment deposit

This is what my front yard looked like at about 7 o'clock P.M. in late August (2016) after nearly 10-inches of rain over a 3-day period. The water was over 2-feet deep, yet at 9 o'clock the next morning my neighbor's lawn maintenance workers were riding a half-ton mower over the saturated ground (it was similarly flooded) creating another billable action by "cutting" the grass; matted and brown from the sediment. You can imagine the ruts produced by these "professionals."
